ABSTRACT

Basically, the work of the Ministry of Coal is good. The coal production of the mines directly under the Ministry increased from 90 million tons in 1957 to 200 million tons in 1960. The planning target and material supply absolutely cannot create a “vicious circle” within the links of the coal industry departments or within the coal industry and other departments. If there is a gap and the target is raised again, the gap will be bigger and bigger; if cut it down, the gap will be smaller and smaller. During the years of the First-Five Year Plan, coal mining capacity in mines under the Ministry of Coal increased at an annual rate of ten million tons and in the first three years of the Second-Five Year Plan the capacity increased by an average annual rate of 26.9 million tons.
