ABSTRACT
The leading cadres especially should listen to negative opinions. Anyone dares to voice the same opinions. Usually, owing to the closed-mindedness of leaders, it is not easy to hear different opinions, and people dare not speak. The Center and the provincial Party committees each have their own responsibility, but the Center is primarily responsible. The provincial Party committee also has its own responsibility, and lower down, the district Party committees have their own responsibilities, and the county Party committees have their own responsibilities. The provincial Party committee made self-criticism twice at students' meeting. Students should allow the provincial Party committee to have some time for consideration, and some problems can be discussed in the future. Facts means to understand the factual situation clearly; to seek truth means to put forth correct policies based on the results acquired in such studies.
