ABSTRACT

The revolutionaries' first move was to try to take over the army and navy bases in the different provinces. The main source of dispute was the relations between the navy rebels and Lonardi, an army man. Pern's letter created difficulties of interpretation for both the rebels and the Junta Militar, a body composed of seventeen senior officers whose task was to negotiate with the rebels. Even the military forces still loyal to Pern had apparently realized that the president was on his way out, and they may have been concerned about their own survival under the new regime. The two main sectors comprising the regimes base of support, the workers and the army, had developed a certain passive apathy about the whole Peronist enterprise. The new military ruler took a clearly anti-Peronist line from the outset, and the Liberating Revolution moved into high gear. One of Aramburus first moves was to dissolve and outlaw the Peronist party.
