ABSTRACT

The Defense Logistics Agency (DLA) is one of sixteen separate agencies within the Department of Defense that provide expertise, support, and services to Department of Defense (DOD) and the Army, Navy, and Air Force Departments. DLA is headquartered at Fort Belvoir, Virginia, near Washington, DC, and has a worldwide logistics and contract management mission. During the Bush Administration, the Pentagon initiated the Defense Management Review (DMR) aimed at improving defense management practices to enhance operations and cope with forthcoming force and budget reductions. The purpose of DMR was to establish businesslike practices in DOD to achieve improved efficiencies, reduce infrastructure, and realize monetary savings. The main steps in the Base Realignment and Closure (BRAC) process are the recommendations made by independent BRAC commissions and then the "all or nothing" votes by Congress to enact the recommendations. Congress passed the Government Performance and Results Act (GPRA) of 1993 to create standard planning and performance reporting processes in federal agencies.
