ABSTRACT

The Japanese Government, while a member of the League of Nations, had subscribed to the provisions of the supervisory body for the control of narcotics production. One of the missions assigned to author as chief of Public Health and Welfare of General Headquarters, Supreme Commander for the Allied Powers (SCAP), was the control of narcotics. A centralized control system, similar to that used in the United States under our Harrison Narcotic Law, was established. Responsibility was placed within the Ministry of Health and Welfare, where a Narcotics Section was established. Japan's trade soon became apparent through information obtained by the agents and the Japanese agents, whom had trained and supervised, that the Japanese Communist party was smuggling narcotics into Japan by way of North Korea. The Japanese Government files showed that they had submitted to the international body figures representing only one-sixth of the production of heroin that their manufacturer's files showed was actually produced in Japan.
