ABSTRACT

The principal sources of communist activities were three in number. First were the Russian Communists who were members of the Russian Mission, headed by General Dryvenko. Second were the Japanese Communists. Third were the American Communists who served in the occupation. Under the directives which Supreme Commander for the Allied Powers (SCAP) received from Washington, DC, all political prisoners were to be released. One of the first things that were done under these directives was to take the communists out of jail and dust them off and set them up in business. The first test of the communist-inspired and communist-organized labor activity was in the health and welfare field. Under the new Labor Standards Law, this had been put into effect and which was the desirable law, the communists organized unions of doctors, nurses, and patients in hospitals. Communists had also infiltrated the Oisa BCG laboratory, which was just outside of Tokyo.
