ABSTRACT

This chapter explores the how well aspect needed for designing and implementing a quality teacher performance evaluation system. It addresses the ways and means for using established criteria in rating teacher performance. There are two major considerations in assessing the quality of a teacher's performance: the actual job responsibility or performance of job standards and the way in which the work is performed. Sample performance indicators are examples of observable, tangible behaviors that reflect the performance of a standard. One of the most untenable decisions that an evaluator could make would be to withhold performance information until the end of the evaluation, and then reveal the negative results to the teacher. It is important to consider carefully how a rating scale will be designed and used if it is to add value to a performance evaluation system.
