ABSTRACT
FOR four years Chadwick's views carried no weight at all in the Poor Law Commission. After the last and fatal quarrel with George Cornewall Lewis, his fortunes seemed at their lowest ebb. At just this time his Sanitary Report burst on a startled middle-class public. Its immediate success was electric. Its sales far exceeded that of any other blue books, thousands of copies were circulated free of charge, and since it was his name alone which appeared on the title page, to him went the fullness of the glory. Its success carried him along with it. For a brief moment he turned back to the Second Constabulary Report, only to be snatched away from it to write a report on interments, then to help the Health of Towns Commission, next to aid in the Public Health Bills of 1847-8, and finally to end in the position of England's fmt paid Commissioner for Public Health.
