ABSTRACT

DURING the Crimean War Chadwick was on the margm of official life. He still considered his retirement as temporary, and made several offers to return to public service. His preferences now were for some new enquiry, rather than executive work. But these, from one circumstance or other, were defeated or laid aside, and by the end of the war, when he moved to a cottage in Richmond, he had begun to act as though he were a private person.
