ABSTRACT

This chapter looks at how the EU – as an international actor promoting effective multilateral solutions – together with the United States can 'expand the deal'. Both the United States and the EU want to respond to Iran's regional policies, sometimes in a more confrontational way, other times by co-opting Tehran. The former is more prominent both in the media discourse and in academic writing, including the dominating Saudi-Iranian rivalry that manifests itself in Middle Eastern conflicts, such as Syria and Yemen. The EU should therefore substantially increase the International Atomic Energy Agency's funding, both for the Joint Comprehensive Plan of Action implementation work and for broadening the nonproliferation agenda. The agreement that the transatlantic partners achieved after nearly a decade of joint negotiations binds Americans and Europeans together on this particular issue for at least another decade – if they want the deal to be successful in the long run.
