ABSTRACT
When the Australian project fell through, Napier threw himself into a new work. On the heels of Colonization he wrote a two-hundred-seventy-page book on the abolition of flogging in the army in peacetime. This work needs to be looked at with some care as well. For what he had written about public order in this volume may have been the reason he was posted to the north of England.
