Ellenborough formally proclaimed the annexation of Sind on 13 March. He made Napier governor of Sind while retaining him as military commander. To unite civil and military command was highly unusual in British Indian practice. 1 Napier waxed enthusiastic about all he might accomplish: ‘My object now is to . . . make roads, buildings, open streets, to secure justice. O! how I long to begin thus to live, and to rest after the horrid carnage of these battles!’ 2
