Poverty, poor law and public health

This was the decisive period for the break-up of the poor law. Though the Guardians were not to be finally swept away until 1929, most of the decisive initiatives in social welfare in this period by-passed poor law administration, and even the firmest adherents of the philosophy of 1834 were convinced that radical reform was necessary.
