ABSTRACT

Hydropower is clean, renewable, reliable and affordable energy, and it is an important way of using water. The provision of water is a primary responsibility of the state, but this does not exclude the participation of the private sector. Philosophies in the East and West both interpreted water as the origin of all things. The economic properties of water made it both a public and a private resource. As the commons, no one can be excluded from using water. Water is a political resource because of its scarcity. International relations and geopolitical conflicts are often based on issues over scarce resources and global water governance is a big challenge to both internal national relations and international relations. Dams are used for two main functions – for hydropower generation and flood control. Hydropower is a clean supplement to coal-fire power generation. Run-off river hydropower is unstable with low efficiency.
