The international experience incontrovertibly reveals that neoliberal policies have exacerbated inequality in every sphere - among countries, among regions within countries, among races, ethnicities, classes and so on. Since globalisation was projected as a devolving power from the nation state controlled by local elite to the global arena, some of them tended to see it as advantageous to Dalits. Since, the anti-globalisation campaign was spearheaded by the Left, the middle class Dalits took an anti-Left stand in supporting globalisation for their self-preservation. The neoliberal globalisation eroded the social justice discourse which constituted the premise behind the constitutional safeguards in favour of the Dalits. The constitutional space for the Dalits comprises mainly the provision of reservations in the state-aided educational institutions and in the employment of government and public sector undertakings (PSUs) along with protective clauses against their discrimination and oppression.
