ABSTRACT

The Housing Authority of the City of Milwaukee has developed a family revitalization plan that intends to create a welfare free zone in a housing development that is currently over 80% welfare dependent This revitalization plan will use incentives as opposed to the disincentives that usually structure welfare reform programs. Partnerships with county, state and private agencies, coupled with intensive case management services to participants is intended to assist non-working families transition from welfare to work within five years. Wraparound services such as day care, transportation, special needs assistance and educational scholarships will be available to participants. These services will eliminate the most common barriers to employment that welfare families encounter when entering the employment market.
