ABSTRACT

Ted Terry won the mayoral election in 2013. At his request the city council approved a modified version of the participatory budgeting process and committed $10,000 toward the process in the 2015 budget. The City of Clarkston meeting minutes describing participatory budgeting are presented in the Appendix. The intent behind adopting the participatory budgeting process is described within the meeting minutes as follows:

The City of Clarkston desires to encourage more civic engagement from the public and has piloted a community budgeting initiative for fiscal year 2015. This initiative will give residents the opportunity to have a role in deciding how a portion of their tax revenues are expended. Given our limited resources for organizing and implementing a more robust process similar to what larger municipalities have created, it is our intent that the citizen committees manage all aspects of the projects, up to and including implementation, consistent with procedures to be adopted by the Clarkston City Council.
