It’s been known for a long time that the commitment of an organisation’s leadership to health and safety is critical to its success. This is one of the five key factors cited by the Confederation of British Industry in Developing a safety culture: business for safety.12 It was also one of the major themes running through the report of the committee Lord Robens chaired, which formed the basis of the Health and Safety at Work etc Act 1974 (see Chapter 1).
