ABSTRACT

The foresighted leading role of regional government is contingent upon its dual function: one of representing the national government and serving as “quasistate” to exercise macro-level administration and regulation of regional economy and the other of representing non-government social organizations and serving as “quasi-business” in the region to solicit national support, allocate regional resources and compete with other regional government through institutional, organizational, technological and notional innovation so as to maximize the economic benefits of the region.
