ABSTRACT
Kickbacks, bribes, no-bid contracts for major campaign contributions, revolving doors, secret meetings, lies, and misinformationthe dispiriting shorthand of today’s newspaper headlines suggests that governments around the world have been beset by a veritable plague of dishonesty, corruption, and malfeasance. Between “this-scam” and “that-gate” it is little wonder that citizens lack confidence and trust in government.
