ABSTRACT

Preliminary real estate economic estimates for the EPCOT concept were presented to Disney in July 1966, prepared by Harrison Price with the assistance of associate Tom Ashley. The impact of the Disney World development on surrounding communities would become an issue of much public debate in central Florida after the Magic Kingdom's opening in 1971. Disney also considered approaching the newly formed Department of Housing and Urban Development (HUD) to determine if federal funds were available for the project. Disney's Florida Film was made in large part to attract industry participation in the EPCOT project. Disney was the finance and administration side of the partnership, John Hench emphasizes that Walt was a good businessman. EPCOT would be an urban laboratory with a large dome in its center and a good deal of unique infrastructure to build up-front. EPCOT's development could have benefited from the tax-exempt financing status of the Reedy Creek Improvement District and City of Bay Lake.
