ABSTRACT

An overall problem arising from the interviews is the issue of demand among all categories of consumers, whether in Colombia or in Norway or other countries. The responsibility for the conservation of biodiversity and protection of endangered species lies not only in source countries, but also throughout the world, and the authorities in demand countries, like the EU, play an important part in reducing that demand. As shown in the introduction, this seems to be a responsibility the EU, the UN and Interpol/Europol are responding to WLT through different means of action. However, whether such cooperative efforts also result in improved prevention and law enforcement of WLT at national levels is more dubious. They provide, nonetheless, a signal that WLT is a problem, which again may produce indirect results. Actions to create awareness largely lack in Norway, while in Colombia much remains to be done, despite legislation and more attention to the problem given by the authorities.
