ABSTRACT

The Smallpox Eradication Programme has shown all the basic elements required to make such a complex operation succeed: clear objectives, leadership, an effective vaccine, determination at international, national and local levels, adequate funding and interaction of research and operations. The Smallpox Eradication Programme is based on the assumption that the campaign would result in permanent savings due to the elimination of all smallpox-related expenditures. The eradication of smallpox is a major achievement for WHO. It still serves as one of the 'justifications' for the organization, showing that its technical competence, international leadership and cooperation are necessary elements for the success of major public health programmes. WHO has the difficult role of trying to convince both donors and governments that these programmes should be integrated in governmental health programmes.
