ABSTRACT
The challenge of controlling climate change has not been met and is still not close to being solved. If the ultimate success of global governance is the actual attainment of the intended, desired, and needed result, then in addressing the climate change challenge, all global regimes, their agents, and leaders since 1975 have failed.
