ABSTRACT

Under the Prodi Commission, Brussels had pushed successfully for closer coordination among the EU EDs at the World Bank’s Board, and the informal practice of meeting every Friday morning to discuss matters of EU interest became a consolidated habit. Through the consultation routine of the Eurogroup in 2003, a vertical, yet informal and mediated, link was thus developed between the two organizations. Two years before, the direct, horizontal link between the two governors, via Brussels’ channeling through different WB managed TFs, had been formalized under the FA. Chapters 2, 3 and 4 have analyzed the shape of these ties (hybrid delegation), deepening the focus on specific sets of variables, logics and dynamics behind their stasis and change across time.
