ABSTRACT

Turner based his analysis on inquiries into accidents and disasters occurring in Britain over an 11-year period. His most important concept was ‘incubation’. In other words, organizational disasters develop over long periods of time – in short, they incubate within the system. Warning signs are ignored or misunderstood or even integrated into the pattern of organizational ‘normalcy’. As a result, safeguards and defences either do not get built or are allowed to atrophy.
