ABSTRACT

The Chicago Convention consists of four parts: Air Navigation, International Civil Aviation Organization (ICAO), International Air Transport and Final Provisions. The ICAO is made up of two bodies: Assembly and council. The ICAO is the international forum for civil aviation. The goal of the ICAO is to achieve sustainable, safe and secure aviation through cooperation among member States. World War I certainly slowed the consolidation of international aviation rules and regulations. The Chicago Convention contains 96 articles outlining the restrictions and privileges of the States, along with details on International Standards and Recommended Practices (SARPs). Frontline aviation professionals such as pilots, air traffic controllers, maintenance personnel, ground crew and cabin crew, just to name a few, typically work in teams. Because the ICAO has focused on individual license holders, the regulations have been directed toward individual competencies.
