South African AIDS Policies and the Counter-epistemic Community

History and identity commitments are important for understanding South Africa’s unorthodox AIDS policies, but there must be a mechanism for translating history and identity commitments into policy outcomes. It is not enough to say that history and identity simply matter; the key is to show how and why they matter. How do such abstract concepts become real-world government policy?
