A second-level evaluation should address the probability that misbehaviour will not be detected by the company or that regulators will be the first to know.

There are an estimated 4.8 million businesses in the UK employing 22.8 million people. The first problem is determining the probability of the evaluating company appearing on the regulatory radar. This depends on a number of factors, including its size, location, whether private or publicly listed, the sector in which it works and geographical locations (see also page 446). The second problem is that most people have no real appreciation of the probability of risk. By way of comparison Table 17.1 sets out some common probabilities for US risks.
