ABSTRACT
Today’s crises of urban transport, as outlined in the Introduction, are the culmination of many historical trends, some with deep roots in the early motori sation of urban transport while others are comparatively recent issues that have taken time to develop. Insights from the development of urban transport can assist in understanding how modern urban transport systems are governed and how par ticular institutions are involved in this process, matters examined in the following chapters.
