Communications and related ICT technologies form the ‘technology’ part of the people, processes and technology triangle, as it relates to strategic risk and national security. Two scenarios illustrate this very clearly, while also underscoring the effect that other forms of risk might have on the communications infrastructure. The first is a global food security crisis and the second is cyber warfare.
