ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book offers an alternative way forward based on a community-led approach to develop needs-based library services. It suggests how public library might contribute towards developing a more inclusive society in the UK. Public library, at present, only superficially opens to all. The Local Government Association (LGA) commissioned Extending the Role of Libraries as part of its educational research programme. A needs-based library service has the strategy, staffing and service structures, systems and organizational culture which enable it to identify, prioritize and meet community needs. The project survey examined the extent to which this policy impetus was being reflected in activity in public library authorities (PLAs). The conclusion of the Working Together Project in 2008 coincided with the worldwide economic crisis of the same year.
