ABSTRACT

This chapter illustrates the general description of pro-active planning. In the nineties the planning process was intensified and in 1998 the actual building started. By using only the statutory planning instruments of the land-use plan and the development permit, Nijmegen expected that it would not to be able to achieve the quality it wanted. In 1999 the project was selected by the Ministry of Housing, Spatial Planning and the Environment as exemplifying the intensive use of space within the framework of the programme Durable Urban Renewal. Compare nine Dutch urban development projects realised within a public-private partnership. Convinced by the potential of the area, the municipality decided to develop the central area of the Brabantse Poort with a public-private partnership. The private partners were not selected by public contracting, but privately by using knowledge of the potential of the possible partners.
