Gromyko's advice about learning how to learn is part of the personal responsibility and accountability of every citizen, because, without the fruits of lifelong education, a country will never be able to compete for the increasingly sophisticated and demanding jobs of this century. Several of the member states of the European Union are anyway in decline. The key to both thinking and delivering results is education emphasizing the role of the individual in society, which in turn requires an inner force characterizing the individual's behaviour. This can be done only with great difficulty, if at all, in the globalized financial marketplace, which is another reason why university education should have a top responsibility in building up students' characters.
