ABSTRACT

A policy is an over-arching goal to be achieved. It is to be used as a decision road map for managers within the organisation in terms of energy reduction. The reality is that managers, engineers, consultants and contractors can use the SMART framework and still set bad objectives and targets. SMART is an acronym that describes the key characteristics of good objectives, namely: Specific, Measurable, Achievable, Realistic and Time-bound. The SMART framework is still a good tool and can be used to set good policies, objectives and targets. The relationship between policy, objective, target, plan and tasks is best described pictorially. In line with any good management system, the effectiveness of the policy, objectives and targets should be routinely examined. They are measured in terms of the quantum of energy reduction or progress achieved vs. the expected energy consumption and target for the project, the promotion and continuous adoption of energy efficient behaviours.
