ABSTRACT

This chapter turns attention to the parallel negotiations on the substantive content of the 2006 Cohesion policy reform. This aspect of the policy process remains somewhat neglected in the political science literature on Cohesion policy, compared to the post-decisional stage of implementation. This is understandable, as the negotiations take place behind closed doors, while the substantive content of the reform package is technical, complex and often beyond the proximate interests of EU Studies theorising.
