ABSTRACT

This chapter analyses the allocation of Cohesion policy funding under the Delors I, Delors II and Agenda 2000 financial perspectives, examining patterns and trends in the overall scale of the Cohesion policy budget and the associated area designation and financial allocation mechanisms. The Commission proposed to double the resources committed to the Structural Funds, taking commitments from ECU 7.23 billion in 1987 to ECU 14.29 billion by 1992 a total of ECU 53.140 billion for the period in 1988 prices. The divergence between the indicative and final ERDF allocations is striking. Greece, Portugal, and Ireland gained significantly. Following German reunification in 1990, resources additional to those committed under the Structural Funds Regulation were allocated to the new Lnder. The 1993 amendments to the Structural Funds Regulations consolidated many of the reforms adopted in 1988, but they also involved some changes in the allocation of funding.
