ABSTRACT

This chapter provides a succinct account of the key developments of the European Union (EU) counterterrorism policy from its origins till early 2010. It takes a look on the initial efforts of EU Member States (MS) to fight both domestic and international terrorism, which ultimately paved the way to the creation of the Justice and Home Affairs (JHA) Pillar and the construction of an Area of Freedom, Security and Justice (AFSJ). The more explicitly responsive measures include a better information exchange via the European Bomb Data System developed by Europol and supported by EU funding and the European Explosive Ordnance Disposal Network (EOD Network) linking the EOD units of the MS in order to increase possibilities to identify best practices, organize joint training exercises, and in general be kept informed on the latest developments of relevance to the sector.
