ABSTRACT

After the European Commission published a proposal on the new European Agriculture and Rural Development Fund (EARDF) on 14 July 2004, unanimous political agreement was reached at the 2669th Council meeting (Agriculture and Fisheries) in Luxembourg, on 20 and 21 June 2005, on a new framework regulation for the implementation of EU-sponsored rural-development policy for the programming period 2007-2013.1 This regulation established the EARDF (11495/04). The agreement was based on a compromise (8481/1/05 Rev1) supported by the Commission.
