ABSTRACT

The Lyon Group was set up with the intention, according to the experts' mandate, of compensating for the inadequacies of existing international organizations: there was a gap that needed filling. Its overall strategy was furthermore spelled out in the last five recommendations from 1996. The main idea was to encourage members of the group to work together in the decision-making bodies of other international organizations in order to give more coherent impetus and coordination to the fight against transnational organized crime at international level. Broadly speaking, the Lyon Group recommendations have provided a remarkable impetus and are recognized as a point of reference by the whole international community. The important role played by the Lyon Group in drafting the Palermo Convention and the influence its recommendations have had in other international fora should not mask the vast array of actors who are involved in developing international regimes.
