ABSTRACT

The concept of organizational learning and selection makes it possible to interpret the transformation processes in Eastern Europe in the sense of a broadly understood upgrading of organizational rationality. The difficulties in the development of the economy and politics of Eastern European societies are mostly due to the fact that the transformations in the region consisted to a large extent of adaptations to global trends and particularly to the global trend of the upgrading of organizational rationality. It was obvious that Eastern European societies were losing the global competition in upgrading their organizational rationality. Due to numerous misunderstandings and a lack of coordination, the process often brought about degradation instead of the upgrading of organizational rationality in Eastern Europe. Recent analyses of deviations from democratic governance in the country may sharpen the contrast in the overall picture of the political systems in Eastern Europe.
