ABSTRACT
This conclusion presents some closing thoughts discussed in the preceding chapters of this book. The book explains the; inside' of immigration law: the processes and practices through which it is applied to individual cases as well as the structural and political factors that impact this implementation. It introduces the reader to what decision-making in Auslanderbehorden looks like and how differently the four offices went about their work. The book analyses both the legal basis of decision-making and the learning and use of law in immigration offices. Yet another outcome of the uncertainty imposed by both complex law and instable organisation: caseworkers had very different and usually very personal conceptions of success and accomplishment in work. Finally, as this and many other studies have shown, a policy is hardly ever fully implemented and almost always unevenly applied by different organisations.
