ABSTRACT

This chapter examines the organizational hardware of transport institutions in the three cities. It reviews a general comparison of the situation of the roads and the public transport agencies and the potential findings this comparison suggests for path dependence. In Melbourne's public transport governance during the last 100 years, a time of rapid change followed a long period of stability. The development of public transport organizations in Sydney is even more complex than in Melbourne. Perth can now boast a better organized, stronger and more integrated administration of public transport than either Melbourne or Sydney, and this is demonstrated in the relatively efficient delivery of public transport networked services. The Metropolitan Passenger Transport Trust was created in 1957 to allow for the merger of a number of private bus companies and government tramways. From 1932 responsibility for Sydney's public transport sector was divided between two State Government agencies: the Department of Road Transport and Tramways and the Department of Railways.
