ABSTRACT

This chapter addresses the long-term view, which can be taken from a position of success or failure. A successful terminal may need new investment or expansion, or it may be attractive to sell it to an operator. On the other hand, an old terminal may be falling into decline. Of particular interest is the role of the public sector re-emerging as dominant, the role of the public sector in managing nationally important infrastructure in the wider context of the privatisation and deregulation of the transport sector, and indeed other formerly public utilities. During the terminal development, intermodal traffic is usually on a fairly low but hopefully growing level. One common issue is that of capacity planning and traffic management of the terminal. In the fourth phase of the life cycle the infrastructure owner might experience an increasing interest from stakeholders to invest in or buy the terminal.
