ABSTRACT

The last chapter concluded with the Fifteenth Congress of the Universal Union held in Vienna in 1964 and the Constitution, General Regulations and Convention it adopted.1 The 1964 reorganisation of the UPU documentation was not the end of mutation and development. The Const., Conv. and GR have undergone amendment since then at successive Congresses, as have the Agreements respecting particular services. The documentation varies.2 Congresses have been held at Tokyo in 1969,3 Lausanne in 1974,4 Rio de Janeiro in 1979,5 Hamburg in 1984,6 Washington in
