ABSTRACT

This chapter summarises the findings of the analysis of knowledge development and learning in four case studies from the INTERREG B programme for Northwest Europe. It helps to work out relevant structural premises to transnational learning and inter-linkages between structures and processes. The learning process was conceptualised in several phases that are specific to transnational cooperation and help to analyse the internal functioning of transnational projects. The case study analysis did not aim at making inferences to the overall population of transnational cooperation projects or to transnational INTERREG projects. Particularly through the challenges encountered, the cases revealed an extensive amount of information on the difficulties of transnational learning and their potential causes. The analytical model for researching knowledge and learning processes in transnational cooperation projects consists of both parameters that describe given project properties and processes that develop over time. Based on inter-organisational and project-based learning literature, structural parameters are systemised in three clusters: partnership, knowledge and project strategy-relevant parameters.
