ABSTRACT

Leaders cannot effectively mobilise the project without appropriate governance structures. Good governance can effectively move the project from a complex space to a complicated but manageable space. Project governance structures should be established separately from the organisation's governance structure because organisation structures do not provide the necessary framework for project delivery. The climate of trust necessary for the survival and productivity of all the teams associated with the project is modelled by the way the governance team behaves. The governance team also needs to maintain a high level view of the issues and resist micromanagement in order to appreciate the implications of local risks for the system as a whole. Any effective governance model aims to establish a process that steers the project to realise the benefits of the project for key stakeholders. The academic literature on governance has largely ignored the effects of power struggles on the governance process.
