Project should start with agreement between the sponsor and other stakeholder on its objectives provides a basis. The project teams were formed by drawing on expertise and supporting resources already employed for similar work planned by their sponsor. The head of projects was initially the project manager. All the project teams drew on specialist advisers. Apart from some specialist advisers all the members of the temporary teams were dedicated full-time to these projects. Dedicated project teams and managers could be established at the start of those projects. Formation of dedicated teams followed recognition of the need to empower project management expertise. Diverted resources teams formed by the diversion of resources already employed by the sponsors for related planned work, as seen in the flood repair and railway reinstatement. Augmented resources teams formed partly as above and partly by temporary employees, as in the remote bridge repair, flood diversion and flood protection cases.
