This chapter focuses on the informational uses the Internet can provide terrorists and terrorism, in the Russian context, and the attempts by the Russian authorities. The Internet represents a unique platform for groups wishing to transmit a message. The Internet is influenced by politics and society or the Internet influences politics and society. On a more optimistic note, the politics of technical control issues, there are those that hold an optimistic belief in the democratic potential of the Internet. Politics within the Net: micro-political communities that exist on the web, they possess self-identity and are self-policing. In order to understand the official approach to wanting to control the Internet and its content, one must have an idea of the role played by the Internet in Russian society and the extent of its penetration. The Ministry of Internal Affairs denied this rumour and pointed to the Electronic Russia programme, which would appear to contradict the articles argument.
