ABSTRACT

Architecture has become newsworthy in recent years, with completed projects, in the pipeline and being proposed all being the subject of considerable media attention and public interest. Provision for sport, cultural institutions and the media all three areas the overall responsibility of one government department, the Department of Culture, Media and Sport (DCMS) have improved resources and the local environment in many localities. As has been seen, there is plenty of pressure for existing public library buildings to be upgraded and for new libraries to be innovative, attractive twenty-first century libraries, and there can be little quarrel with these objectives. The program created in 1992 is coming to a close but it has had an obvious impact on France's library network the renewal and diversification of public architecture and also encouraged designers to rethink the document/reader relationship, relaxation spaces, and so on. Whatever the visual appeal of a library building, it must be supplemented by structural soundness and functionality.
